Julia Nebrija is an urban planner with a passion in making cities livable and lovable. Her work spans the grid from community organizations to international agencies, and government projects aimed at developing sustainable solutions to urban challenges. For inspiration, Julia rides her bike around the streets of Metro Manila, exploring the Pasig River, and collaborates with creatives in grassroots movements in historic Manila.
Adoption of the National Tourism Development Plan for Bohol
Atty. John Titus Vistal is an Environmental Planner, a lawyer, and a Certified Public Accountant. As an Environmental Planner, his professional experience took him from the Provincial Planning and Development Office of Bohol as Planning Officer and Development Administration Sector Head, to the Provincial Planning and Development Coordinator of PPDC, and more recently, in an acting capacity, as Secretary-General Designate of the Housing and Urban Development Coordinating Council (HUDCC). He will be sharing his perceptive knowledge on the Adoption of the National Tourism Development Plan for Bohol.

Ms. Karima Palafox is the immediate Vice-President and Chair of Conventions of the PIEP. She is a Chartered Member of the Royal Town Planning Institute in the United Kingdom, and Founding Director of the Palafox Architecture Group. A leader in city planning, urban design, and real estate, Karima’s wealth of experience spans across comprehensive development plans; land use and zoning; and place-making initiatives of islands, cities, rural communities, and provincial regions.
Urban Climate Change Resilient Trust Fund
EnP. Joy Amor Bailey is affiliated with the Asian Development Bank’s Urban Climate Change Resilience Trust Fund (URF) as an Urban Resilience Specialist. Prior to that she has worked in South and Southeast Asia for sustainable urban development while with ICLEI-Local Governments for Sustainability, USAID, Clean Air Asia, German International Cooperation (GIZ) and the Cities Development Initiative for Asia (CDIA). She earned her graduate degrees from the University of the Philippines and Oxford University, and became a licensed urban planner in 2011 at the prodding of her mother, EnP Erlinda Bailey.

Dr. Nathaniel Von Einsiedel an Urban Planner and Architect, is the Chairman and Principal Urban Planner of CONCEP, Inc. (Consultants for Comprehensive Environmental Planning, Inc.), as well as an Urban Management Specialist accredited with the World Bank and Asian Development Bank. He has over 30 years of experience in urban development planning and management in both government and private sectors, as well as in technical assistance programs in developing countries.
Mining Issues, Lessons Learned from Nueva Vizcaya
EnP Edgardo Sabado is a Civil Engineer, Environmental Planner, Urban and Regional Planner. As the Provincial Planning and Development Coordinator of Nueva Vizcaya, his work involves urban and regional planning; preparation of Environmental Impact Statements (EIS); project development and management; the Integrated Water Resource Management and River Basin Management; planning for Disaster Risk Reduction Management and Local Climate Action Plan; Pollution Control; and Organizational Development.
Maria Jorquesa Alajandro Hakcholna is an Architect and Environmental Planner, and presently an Academe at the University of the Cordilleras and Saint Louis University. Her professional focus involves Environmental Assessment and Strategies, Housing and Commercial Design, Green Architecture, Building Fire Protection, Urban Planning, and Construction.

Geospatial Data Usability and Quick Tools for Geospatial Analysis
David Garcia is an independent Mapmaker who works on critical, computational, and creative cartographies. He specializes in geography, urban planning, and geospatial analysis, with a degree in BS Geography from the University of the Philippines, and member of the UP Geographic Society; a Diploma in Urban and Regional Planning from the University of the Philippines; and a Master’s Degree on Geospatial Analysis from the University College of London.
Development After The Zamboanga Siege
Rodrigo Sicat is a civil engineer, geodetic engineer, environmental planner, and holds a Master’s Degree in Geo-information Science and Earth Observation, cum laude from the Institute for Geo-information Science and Earth Observation, University of Twente, The Netherlands. He is currently the City Planning and Development Coordinator of the Local Government of Zamboanga City, and leads the updating of the Comprehensive Land Use Plan, Comprehensive Development Plan and Zoning Ordinance.

Environmental Planner Avelino D. Tolentino III is a lawyer and environmental planner. He carries out policy-making, legislative liaison, litigation, conducts seminars and community dialogues, and forges partnerships with international organizations and local governments as the Housing and Urban Development Coordinating Council’s (HUDCC’s) current Director of Policy Development, Legislation and Special Projects Group since 2013, and before that, the Director of Legal Services and Anti-Squatting Group from 2009-2013.

Maria Theresa “Mia” Quimpo, is an architect, urban planner, and academe, with over twenty years’ experience in the private and public sectors. She has been involved in a wide range of land use studies, master planning, and consultancy projects in the Philippines, including the preparation of Comprehensive Land Use Plans. Her expertise specializes in the preparation of master plans for urban development and has worked for major developers in the country.
