DAY 1

1. Congressman Jerry P. Treñas, EnP

Urban Renewal at the start of the New Millenium, the Iloilo City

 

Congressman Jerry P. Treñas, EnP Hon. Jerry Treñas is currently the House Representative of the Lone District of Iloilo City for three (3) terms now since the year 2010 and was also the Mayor of Iloilo for three terms. He was also involved with different organizations including League of Cities of the Philippines, Cities Development Initiative for Asia, Institute for Solidarity in Asia, International Council for Local Environmental Initiatives (ICLEI), and Integrated Bar of the Philippines (IBP) Iloilo Chapter among others. Congressman Treñas earned his Bachelor of Arts major in Political Science Degree in 1978 at the Ateneo de Manila University.  Afterwards, he pursued a Bachelor of Laws degree in the Ateneo de Manila University School of Law in 1982 and graduated with Honors.

3. Francisco E. Gentoral, EnP

Thinking and Acting like a Region, Lessons from Metro Iloilo

Francis is currently the Executive Director of the Iloilo Economic Foundation. He has over 25 years of experience managing large local economic, environmental, and local government projects throughout the Philippines. Started as Project Officer of farm community-based enterprise project, he rose to become the National Project Director of the Government of Canada’s largest bilateral program on local economic development. Over the span of his career, he focused on themes such as economic governance, business climate enhancement and sector competitiveness. He is recently recognized as part of 2018 Society of Associates of the Institute for Solidarity of Asia which honors individual contributions to the public governance reform movement in the Philippines.

5. EnP. Ermin Lucino

Towards Resilience and Sustainability, the City of Sta.Rosa

 

EnP Ermin Lucino is currently the City Planning Development Coordinator and the Designated Officer-in-Charge of Museum, Tourism & Cultural Office of the City Government of Sta. Rosa, Laguna. He has over 10 years of professional experience in city and development planning. Besides working for the government of Sta. Rosa, he was also involved with the Open University of the University of the Philippines as a Course Coordinator Basic Land Use Planning. He is a licensed Environmental Planner and passed the American Institute of Certified Planners, American Planning Association.

7. ENP. Kamaludin K. Laguiab Jr.

Marawi CLUP and ZO

Kamaludin Laguiab is presently the Executive Director of the Housing and Land Use Regulatory Board, Autonomous Region in Muslim. He is also the Senior Trade and Industry Development Specialist at Department of Trade and Industry, Maguindanao Provincial Office, ARMM where he was responsible for the implementation of Trade and Industry Promotion and Development Program for the province of Maguindanao. Kamaludin was the Interim Past President of Philippine Institute of Environmental Planners (PIEP) OF Cotabato City, Maguindanao Chapter for 2017 to 2018.

2. EnP. Cleto Gales

Road to SDGs

 

EnP. Cleto Gales is th Project Manager of the Roads2SDGs (Paving the Roads to the SDGs Through Good Local Governance), a partnership project between the Department of the Interior and Local Government (DILG) and the UNDP-Philippines. He joined the United Nations Development Programme (UNDP) in April 2016 as Governance Specialist at the Philippine Country Office, after having served for two (2) years as Governance and Institutional Development Specialist at the United Nations Human Settlements Programme (UN-Habitat). He used to serve for almost 16 years as the City Administrator of the Island Garden City of Samal, Davao del Norte, in Southern Philippines –serving in that capacity since the City’s amalgamation from three municipalities in July 1998 until April 2014. He brought to local governance his rich experience as Corporate Planner in a bank, as Technical Specialist at the Office of the DTI Undersecretary, as Publications Head of an economic research NGO, among others. He also served as the elected National President of the Liaison Officers Association of the League of Cities of the Philippines (LCP-LOA), a pool of local governance practitioner-advisors and capacity-providers for LCP, and as founding National Secretary-General of the Association of Tourism Officers of the Philippines (ATOP).

4. Helena Vilches Quezon, EnP

Gaining while Greening in Guimaras

Helena Vilches Quezon has over 20 years working experience as an environmental planner, development planner, and a consultant. Presently, she is a Provincial Economic Development Officer of the Provincial Government of Guimaras. Prior to that, she has worked with top companies such as the Asian Development Bank (ADB), Department of Trade and Industry (DTI), Presidential Agrarian Reform Council (PARC), and Phil Koei International, Inc. among others. Elena holds a BS in Agriculture degree from West Visayas State University, Master of Arts in Urban and Regional Planning from the University of the Philippines – School of Urban and Regional Planning, and MS in Geo-Information and Earth Sciences from the International Institute for Geo-Information and Earth Sciences in Enschede, Netherlands.

6. EnP. Marie Mylen Victoria Yaranon-Pangan

Fashioning the Creative City of Baguio

 

EnP. Pangan is a licensed Architect and Environmental Planner who has over 32 professional experience in the field of planning, architecture, and in the academe. Currently, she is the Principal Architect of Goldencrown Group Realty, Inc. and currently serves a Sangguniang Panlungsod member of the Sangguniang Panlungsod ng Baguio. Prior to joining the Sangguniang Panlungsod and of Goldencrown Group Realty, Inc., she has worked as an instructor at St. Louis University for 2 years. She is a member of the Philippine Institute of Environmental Planners, currently a member and former President of the United Architects of the Philippines, and was a member of the National Council for Culture and Arts for 6 years.

8. Jenifer Carisma Bretaña, EnP

Good Governance of South Cotabato’s Development Framework: Effecting Change and Delivering Outcomes

Jenifer Bretaña is currently a Provincial Planning and Development Coordinator of the Provincial Government of South Cotabato. Before her professional experience as an Environmental Planner, Jenifer was the top one of the PRC Environmental Planning Licensure Examination in 2013. Her expertise lie in Urban and Regional Planning, Local Development/Sectoral Planning, Land Use Planning, and Strategic Planning among others. She is a cum laude graduate of BA Broadcast Communication at the University of the Philippines-Diliman, and attained her MA in Industrial Psychology from UP Diliman, Master in Public Administration from the Notre Dame of Marbel University, and MS in Regional Development Planning from the joint international MSc Degree at the University of Dortmund, Germany and UP School of Urban and Regional Planning.

9. Dr. Dixon Quiblat Yasay, EnP

Collective Ownership, Lesons Learned from Opol, Misamis Oriental

Dr. Dixon, a licensed Environmental Planner, is currently the Director of Governance and Leadership Institute (GLI) and a Graduate School Assistant Professor at the Xavier University, Cagayan de Oro City. Besides his teaching profession, he is also a Consultant at Good Governance for various government and non-government organizations. Dr. Dixon was a former Municipal Mayor of Opol, Misamis Oriental for 9 years. Among his distinguished awards are Recipient of the 2009 Punong Bayan Award for Outstanding League of the Municipalities of the Philippines (LMP) President, Recipient of the Konrad Adenauer Medal for Excellence (KAME IV) Award for Leadership and Excellence in Local Governance Municipality level, and Outstanding Youth Awardee during the World Youth Day 97, Paris, France given by the National Youth Commission (NYC) among his over 20 awards.

1. EnP, Marjorie May Mariano

EnP. Marjorie May Mariano is an Architect and Urban Planner with over 25 years of broad experience in physical planning. She has an extensive professional experience and has worked with top companies including SM Development Corporation, SM Land Inc., ETON Properties Philippines Inc., Harborview Properties Holdings Inc., Greenstrat Inc., QQ Design Inc., and RMPK Group among others. She is a graduate of Bachelor of Science in Architecture from the University of Santo Tomas and holds a Master of Arts in Urban & Regional Planning degree from the University of the Philippines.

2. Larisa Glenda Togonon-De Castro, EnP

Climate Resilient Urban Design

 

Larisa Togonon-De Castro is a Licensed Environmental Planner with over 15 years of professional experience. She is the Vice President and Principal Environmental Planner of EnPraxis, Inc. since 2009 and currently an Urban Planner at the UN-Habitat (United Nations Human Settlements Programme). Larisa specialized in environmental planning, site planning, resource planning and management, and community planning. She has worked with Halcrow as an Environmental Planner for 6 years and with the Office of the late Senator Edgardro Angara. She is a BA Social Sciences major in Area Studies graduate of the University of the Philippines and holds a Master of Arts degree in Urban Planning from the University of the Philippines School of Urban and Regional Planning.

3. EnP. Jeanette Elevado-Cruz

EnP Jeanette Elevado-Cruz is Licensed Environmental Planner with over 15 years of professiona experience. 1. Ragene Andrea Leyva Palma, EnP

Ragene Palma has been working in the environmental planning industry for over 7 years. She is currently a Project Manager at Build Change Philippines. Prior to joining Build Change, Ragene has worked with The World Bank as a Consultant for Post-Conflict Rehabilitation in Marawi City and Planning Manager at the Philippine Disaster Resilience Foundation for two years. She also worked as a consultant and analyst in several companies including Save the Children International, United Nations Human Settlements Programme (UN-HABITAT), United States Agency for International Development (USAID), and the Department of Trade and Industry (DTI) among others. Ragene is a BS Tourism graduate from the University of the Philippines-Diliman and attained her MA Urban and Regional Planning from UP Diliman-School of Urban and Regional Planning.

3. Francis Josef C. Gasgonia, EnP

Frankfort, Kentucky: National Park Maps/ Trail Maps/ Ecosystems Services Assessment

 

Francis Gasgonia is a Licensed Environmental Planner with an extensive background in urban/environmental planning, project management, social entrepreneurship, training facilitation and module development, community based disaster risk reduction, and emergency response coordination. Presently, he is an Independent Contractor at Boondocks and Cities in Bambang, Taguig City. Francis is the Curator and Founder of the Fire Rabbit Art Design Studio and The Cru Memorial Library established in June 2014. He is a graduate (cum laude) of Bachelor of Arts in Sociology from the University of Santo Tomas and holds a diploma in Urban and Regional Planning in UP Diliman School of Urban and Regional Planning where he received a Dean’s Medallion Award. He is currently finishing his Masters degree in Urban and Regional Planning at the Planning, School of Urban and Regional Planning, University of the Philippines – Diliman.

2. Mary Joy Gonzales, EnP

State of Florida: Disaster Risk Reduction, Emergency Management, and Resilience

Mary Joy Gonzales specializes in urban and regional planning, climate change and adaptation planning, disaster risk reduction planning, policy advocacy, environmental and social impact assessments, and core humanitarian standards and protection. She is a Licensed Environmental Planner and is currently a consultant at Cadiz City Local Disaster Risk Reduction Office. Mary Joy has authored over 15 publications, articles, plans, and manuals. She attained her Bachelor of Arts degree in Mass Communication from the University of the Philippines Cebu and holds her Master of Arts degree in Urban and Regional Planning from the University of the Philippines Diliman School of Urban and Regional Planning.

1. EnP. Rodrigo Sicat

Utilization of local spatial data for Sustainable Development PLanning and Program Evaluation

 

EnP Rodrigo Sicat is the City Planning and Development Coordinator of the Local Government of Zamboanga City. He was with the National Economic and Development Authority (NED), Regional Office IX, where he served for more than sixteen (16) years before joining the local government on April 16, 2008. He is a Registered Civil Engineer, Jr. Geodetic Engineer, Licensed Environmental Planner and holds a Master’s Degree in Geo-information Science and Earth Observation (cum laude) from the International Institute for Geo-information Science and Earth Observation (ITC), University of Twente, Enschede, The Netherlands, with specialization on Rural Development and Resources Management. He currently leads in the updating of the Comprehensive Land Use Plan, Comprehensive Development Plan and Zoning Ordinance and is advocating for local government water demand management policies such as the green building code and rain water harvesting code to be adopted by the City of Zamboanga.

3. EnP. Tomas Cabueños

Forging Partnerhips to Achieve the Sustainable Development Goals

 

EnP Tomas Cabueños is currently engaged as Senior Advisor and National Program Manager under GIZ (German Government Development Organization). He is a seasoned project management consultant and rural development practitioner with wide range of expertise and experience. For the past 37 years, he has worked with various national government agencies and with projects funded by international development organizations as the World Bank (WB), the Asian Development Bank (ADB), the Millennium Challenge Corporation (MCC) of USA, GIZ, AusAid (now DFAT), UNFPA, JICA, among others. He has also done wide range of work which involves coordination and networking with national government agencies, local government units (provincial, municipal and the barangay level), private (and business) organizations, and with non-government organizations. He obtained his Master’s degree in Urban and Regional Planning from the University of the Philippines, Diliman and Bachelor of Science in Agricultural Engineering from the University of the Philippines Los Baños.

2. Dr. Isidoro R. Malaque III, EnP

Progressive Development and Empowerment of the Urban Poor Towards Secured Tenure

 

Dr. Isidoro is a licensed Architect and Environmental Planner with over professional experience of 25 years. Presently, he is a Graduate Program Coordinator, Diploma and MA in Urban and Regional Planning Program under the Department of Architecture at the University of the Philippines Mindanao. He has worked in the academe for over 20 years; besides working as a Graduate Program Coordinator, he is also an Associate Professor under the same department at UP Mindanao. In July 2017, his paper was awarded the Best Paper by the Passive Low Energy Architecture (PLEA) in Edinburgh, Scotland. Dr. Isidoro is a graduate of BS Architecture from the University of San Carlos, holds his Mater’s degree in Environmental Sciences from the University of Tsukuba, Japan and his PhD in Architecture Research from the School of Architecture and Built Environment, The University of Adelaide, Australia.

1. Ruth Condeno Martinez, EnP

Redeeming Forest Landscapes: The Ideal Score Card in Forest Land Use Planning

 

Ruth Martinez has 18 years of professional experience as a licensed Forester and Environmental Planner. Presently, she is a Project Management Officer of the Malandog River Rehabilitation and Development Program (MARIREDEP) and a Project Development Officer of the Provincial Housing Unit of the Provincial Government of Antique. Prior to that, she was the Senior Adviser of the Forest And Climate Protection Project In Panay Phase II project of Deutsche Forst Service for 4 years. Ruth specializes in comprehensive land use planning, forest land use planning, forest landscape restoration, biodiversity assessments, community organizing, and mobilization among others. She attained her Bachelor of Science degree in Forestry from the University of the Philippines Los Baños and currently taking her Master’s in Urban and Regional Planning at the University of the Philippines Diliman.

2. Dr. Ely Anthony R. Ouano, EnP

Philippine EIA System

Dr. Ely Ouano is an Environmental Planner, Chemical Engineer, and a Sanitary Engineer with more than 40 years of professional experience in conducting environmental assessments. He is the Principal Author and Administrator of the “Revised Procedural Manual”, the IRR of PD 1586, which is the basis for preparing, implementing and reviewing the EIA process. Dr. Ely is currently the Resource Consultant in Environment of the Federation of Philippine Industries (FPI) and a freelance consultant. Prior to working at FPI, he was concurrently the Assistant Secretary Department of Environment and Natural Resources (DENR) and Director Environment Management Bureau (EMB).

3. Dr./EnP. Jihan H. Adil

Environmental Engineering in Planning

 

Dr./EnP Jihan H. Adil has almost 18 years of Progressive Professional Experience as an Ecological & Environmental Engineer, Environmental Planner, Educator and Administrator. Currently, she is a Faculty at the Western Mindanao State University of the Graduate School of Engineering and Department of Environmental Engineering, and the Head of Department of Environmental Engineering of the Western Mindanao State University. She is also the President of the Society of Environmental Engineers of the Philippines, Inc. and the Vice-President of Pollution Control Association of the Philippines, Inc. ZamBaSulTa and Philippine Institute of Environmental Planners, Inc. ZamBaSulTa Chapter. Also, she is the National Director of the Students’ Action Vital to the Environment and Mother Earth (SAVE ME) Movement for 5 years already. Her interests and skills lie in Conduct of e cnvironmental studies/researches: Water and/or Wastewater Quality Monitoring and Assessment, Air and Noise Monitoring and Assessment, Solid Waste Characterization, Social Impact Assessment, Water, Audit, Participatory Vulnerability Assessment, GHG Inventory, and design of conventional and/or natural wastewater treatment among others.
